APPLICANT REQUESTS THAT:
1. His DD 214, Armed Forces of the United States Report of
Transfer or Discharge, be corrected to reflect his service in
Thailand and any awards, ribbons, citations, and medals from
that service.
2. His Veterans Administration (VA) claim number be shown.
APPLICANT CONTENDS THAT:
He was in a worldwide mobility unit that deployed to Thailand.
His DD 214 does not reflect his awards for service with the 561st
Tactical Fighter Squadron, 23rd Tactical Fighter Wing and the 35th
Tactical Fighter Wing, between 1969 and 1972.
The applicants complete submission, with attachments, is at
Exhibit A.
STATEMENT OF FACTS:
The applicant initially entered the Regular Air Force on
26 May 69.
On 14 Dec 72, the applicant was furnished an honorable
discharge, and was credited with 3 years, 6 months, and 19 days
of active service.
On 19 Aug 14, AFPC/DPAPP notified the applicant of their
determination that he had "boots on ground" foreign service time
at Korat Air Base, Thailand, from 30 Apr 72 to 8 Dec 72. His DD
214 was administratively corrected to reflect seven months and
nine days of foreign service.
On 3 Nov 14, AFPC/DPSID verified the applicants entitlement to
the award of the Air Force Good Conduct Medal (AFGCM), Air Force
Outstanding Unit Award with one Bronze Oak Leaf Cluster (AFOUA
w/1BOLC), Vietnam Service Medal with one Bronze Service Star
(VSM w/1BSS), Vietnam Campaign Medal (VCM), and the Republic of
Vietnam Gallantry Cross with Palm (RNVGC w/P). His records will
be administratively corrected.
The remaining relevant facts pertaining to this application are
contained in the memorandum prepared by the Air Force office of
primary responsibility (OPR), which is attached at Exhibit C.
AIR FORCE EVALUATION:
AFPC/DPSID recommends denial for awards for service with the 35th
Tactical Fighter Wing, indicating there is no evidence of an
error or an injustice. After a thorough review of the
applicants official military personnel record, they were unable
to verify that he was assigned or attached to the unit or any
subordinate units; rendering him ineligible for awards they may
have received. To grant relief would be contrary to the
criteria established by DoDM 1348.33, Secretary of the Air
Force, and/or the War Department.

AFPC/DPSOR recommends denial, indicating there is no evidence of
an error or an injustice. DoDI 1336.01 and governing Air Force
instructions and policy do not authorize the listing of
deployment or service on foreign soil by name on the DD 214.
The DoDI further outlines in Enclosure 3, that training leading
to combat service is additionally not authorized. There is no
authorization to list a comment or reference to a claim that was
not listed by the respective branch of service that published
the DD 214. The claim is with a veteran support organization
and pertains to benefits and entitlements provided upon
separation from service.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Copies of the Air Force evaluations were forwarded to the
applicant on 27 Jan 15 for review and comment within 30 days
(Exhibit E). As of this date, no response has been received by
this office.
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice warranting
correction of the applicants records to reflect his entitlement
to awards in support of the 35th Tactical Fighter Wing. We took
notice of the applicant's complete submission in judging the
merits of the case; however, we agree with the opinion and
recommendation of the Air Force office of primary responsibility
(OPR) and adopt its rationale as the basis for our conclusion
the applicant has not been the victim of an error or injustice
with respect to awards for this unit. As for his request to
correct his DD Form 214, Armed Forces of the United States
Report of Transfer or Discharge, to reflect his VA claim number,
we are not convinced he is the victim of an error or injustice
in this regard. In this respect, we note the comments of
AFPC/DPSOR indicating that such information is not authorized
for entry on a DD Form 214. We also note that AFPC/DPAPP has
issued the applicant a boots on ground letter to document his
foreign service. Therefore, in view of the fact that such
information is not appropriate for inclusion on the DD Form 214,
we believe the letter provided to the applicant on this point by
AFPC/DPAPP constitutes full and fitting relief. We note the Air
Force OPR has determined the applicants eligibility for the Air
Force Good Conduct Medal (AFGCM), Air Force Outstanding Unit
Award with one Bronze Oak Leaf Cluster (AFOUA w/1BOLC), Vietnam
Service Medal with one Bronze Service Star (VSM w/1BSS), Vietnam
Campaign Medal (VCM), and the Republic of Vietnam Gallantry
Cross with Palm (RVNGC w/P) and will correct his records
administratively. Therefore, in the absence of evidence to the
contrary, we find no basis to recommend granting relief beyond
that rendered administratively.
THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not
demonstrate the existence of material error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
application.
